Statement of Opposition to S. 3155 in the U.S. Senate

WASHINGTON D.C. – The Holocaust Remembrance and Restitution Foundation stands against and in most forceful opposition to a bill currently in the U.S. Senate Judiciary Committee, titled The Foreign Cultural Exchange Jurisdictional Immunity Act, or S. 3155.

In a unanimous vote by the Board of Directors, the Foundation chose to stand against S. 3155, due to its detrimental impact on cultural property claims for victims and descendants of crimes committed by totalitarian regimes.

Chairman of the Board, Eric Sundby, remarked, “Senator Grassley of Iowa has specifically spearheaded this outrageous and contradictory bill within the United States Senate, with close ties to the American Association of Museum Directors and bipartisan support, if S. 3155 passes, they will have effectively aided the Russian Federation, the Republic of Cuba, and Daesh (Islamic State) by allowing exhibits of looted artworks and cultural property within the United States, with no ability for a domestic claim to be made within our borders. This is not only anti-American, it is blatantly providing concessions to institutions that are on U.S. Foreign Terrorist Organization lists, and authoritarian states such as Russia and Cuba. The Museum lobby has only been thinking of what they will receive rather than the harm they will inflict on victims of these crimes, and the American people.”

The Holocaust Remembrance and Restitution Foundation, Inc., was founded for the purpose to promote the restitution of any looted antiquities to Holocaust survivors and to memorialize the victims of the Holocaust through education. The organization also seeks to fight anti-Semitism and prejudice in society through workshops and special programs.
